In Speech With Little on Higher Education, Bush Calls on Congress to Curb Earmarks
In his first State of the Union address to a Democratic-controlled Congress, President Bush called on lawmakers last week to cut the number and cost of earmarks in half over the next two years, rein in overall federal spending, and develop new technology to reduce the nation's dependence on foreign oil.
The speech to a joint session of Congress, which focused mostly on national security and the Iraq war, barely touched on higher-education issues. His only extended comments on education
