In Oregon, Colleges Hope to Care for Themselves
A few years after taking on the management of Linfield College's health-care plan, Carl B. Vance was losing the battle. Pre-miums that had increased modestly one year rose wildly the next. Health-care pro-viders were leaving the state, and Blue Cross discontinued a popular plan that Linfield had offered to its workers. Colleagues at other Oregon colleges told him that they were feeling defeated, too.
