In New Mexico, Too Many Scholarships, Too Few Lottery Funds
New Mexico's lottery-financed scholarship program is quickly running out of money because of dwindling revenues and higher-than-expected tuition increases, state higher-education officials said last week.
Unless lawmakers fix the problem, the state won't be able to award the full-tuition grants to all students who qualify for them in 2000-01, said Lillian Montoya-Rael, deputy director of the New Mexico Commission on Higher Education.
