TUITION INCREASES: A survey by the New Jersey Council of County Colleges shows that average tuition at community colleges statewide will increase by 4.7 percent for the fall semester. The average tuition will rise by about $104 per year for full-time students, bringing the cost to around $2,300. The state's community colleges have seen state support drop 13 percent in the past four years, to $1,410 per student in 2005-6 from $1,622 in 2001-2. In New Jersey, community-college costs are paid
