RELIGIOUS CONCERNS: A student at West Virginia University has sued the state's Promise scholarship program for refusing to allow him to delay his receipt of a merit scholarship for two years while he works as a missionary, a period of service expected of all young Mormons. In a federal lawsuit filed in July, the student, David Haws, asserts that the scholarship program's denial of his request for a two-year deferral violated his First Amendment right to practice his religion.
