BUDGET CUTS: Southern Oregon University will eliminate its German major, lay off five faculty members, and merge three schools into one but will save three programs, in a budget-retrenchment plan. The university's president, Mary Cullinan, originally spoke in November of the need for sharp cutbacks to close a looming $4-million budget deficit that stemmed from falling enrollment, declining state support, and rising costs. Most of the cuts came out of academic programs.
