HURRICANE RELIEF: Negotiators from the U.S. Senate and House of Representatives approved a bill last week providing $50-million in additional grants to Gulf Coast colleges damaged by last year's hurricanes. However, the lawmakers dropped provisions passed by the Senate that would have offered cash-strapped colleges at least $200-million in loans.
