NIBBLING EARMARKS: Spending on the principal federal program for academic research and education in agriculture would be cut by 7 percent, to about $627.4-million, under a bill approved this month by a U.S. House of Representatives appropriations subcommittee. Although details of the bill were not available, the plan appeared to reflect a pledge by the House Democratic leadership to slice by half the amount spent in the 2007-8 fiscal year on noncompetitively awarded earmarks.
