AID FOR REBUILDING: Louisiana State University would get a $74-million down payment to buy land and hire architects for a new teaching hospital in downtown New Orleans under an agreement hammered out by Gov. Kathleen Babineaux Blanco and U.S. Sen. David B. Vitter.
