AID FOR REBUILDING: Louisiana State University would get a $74-million down payment to buy land and hire architects for a new teaching hospital in downtown New Orleans under an agreement hammered out by Gov. Kathleen Babineaux Blanco and U.S. Sen. David B. Vitter. But the payment, which is subject to legislative approval, amounts to only part of what was originally a $300-million plan to replace the university-run hospital, which was badly damaged by Hurricane Katrina.
