EMERGENCY SPENDING: Texas' lieutenant governor, David Dewhurst, wants to use emergency spending authority to reallocate $154-million cut this year by Gov. Rick Perry from the community-college budget. Mr. Dewhurst, who, like Mr. Perry, is a Republican, warns that if two-year colleges do not get the funds reinstated, they could have to slash their budgets, cap enrollments, or ask local governments to raise taxes.
