EMERGENCY SPENDING: Texas' lieutenant governor, David Dewhurst, wants to use emergency spending authority to reallocate $154-million cut this year by Gov. Rick Perry from the community-college budget. Mr. Dewhurst, who, like Mr. Perry, is a Republican, warns that if two-year colleges do not get the funds reinstated, they could have to slash their budgets, cap enrollments, or ask local governments to raise taxes. The emergency funds could be approved by a vote of the Legislative Budget Board,
