SCHOLARSHIP BAILOUT: Nevada's Gov. Kenny C. Guinn, a Republican, wants to sell $100-million in bonds to erase an anticipated $40-million deficit in the state's Millennium Scholarship program, which pays college tuition expenses up to $10,000 for high-school graduates with a 3.0 grade-point average or better.
