ENERGY CONTRACT: The U.S. Department of Energy said last week that it would renew the University of California's contract to manage the Lawrence Berkeley National Laboratory. The announcement of the five-year contract, worth $2.3-billion, brought an uneventful close to the first management competition in the lab's nearly 75-year history. Congress opened the contract for Lawrence Berkeley and four other labs to competitive bidding last year, after a series of reports chronicled mismanagement
