WINDFALL PROMISE: Gov. Kathleen Babineaux Blanco of Louisiana has proposed increasing state spending on higher education by about $196-million, or nearly 17 percent, in the coming fiscal year. Of that amount, $80-million would go toward giving faculty members at public colleges a pay increase and helping them bring new faculty members on board.
