IN THE CLEAR: Federal student-aid programs are no longer among those considered most vulnerable to waste, fraud, and abuse, the U.S. Government Accountability Office announced last week. The GAO's decision to remove the aid programs from the high-risk list -- on which they have appeared since the agency first compiled it, in 1990 -- was a victory for the Bush administration, which made such removal one of the Education Department's top priorities.
