NEW COMMUNITY-COLLEGE DISTRICT: The Idaho State Board of Education has approved a plan to create a community-college district in the southwestern portion of the state, near Boise. The proposal will now go to a vote before residents in the two counties that would be part of the new district. Gov. C.L. (Butch) Otter, a Republican, endorsed legislation to set aside $5-million in state money for the new district, if it is approved.
