STUDENT AID: Two Massachusetts student-aid programs that serve middle-income students could be eliminated in order to increase financial assistance to the neediest students, under a proposal by the state's chancellor of higher education, Judith I. Gill. The draft plan, which requires approval by the legislature and the Massachusetts Board of Higher Education, the state's coordinating board, would increase the need-based award for low-income students from $1,600 to $3,600.
