MAINE STAY: Maine's House of Representatives voted 142 to 0 last week in favor of a bill that would offer college graduates who remain in the state tax credits to pay off their student loans. Under the measure, state residents would receive tax credits covering their loan repayments in each year they remained in the state after earning an associate or bachelor's degree. The credits would be limited to the cost of attending a public college. The measure was expected to easily win Senate
