In 2001, Legislatures Expect to Favor Schools Over Colleges
Public colleges appear likely to lose out to public elementary and secondary schools in many of the state budgets being drawn up this year.
As state legislatures convene their 2001 sessions, many governors have made big increases in spending on elementary and secondary education the centerpiece of their budget plans. Higher education generally seems to rank much lower on their list of priorities, meriting little more than a mention in some governors' budgets
