How Affordable Is College?

In "Report Urges Disciplined Spending by States to Make College More Affordable" (May 10), the findings of a report by the National Center for Public Policy and Higher Education were summarized. The article noted that a major implication of the study is that tuition as a percentage of family income has increased sharply, particularly for low-income families. ... The problem with this finding is that it ignores a very important ingredient in the tuition-affordability
