House and Senate Move in Opposite Directions on Budget
The U.S. Senate and House of Representatives have approved separate budget resolutions for the 2004 fiscal year that would treat higher education in radically different ways. College lobbyists far prefer the Senate measure, which would pull $1.8-billion from President Bush's proposed $726-billion tax cut and pump that money into the Pell Grant Program, potentially raising the maximum award by $450, to $4,500.
