House Passes Bill to Raise Spending on Pell Grants and the NIH
The U.S. House of Representatives passed a spending bill last week that meets President Clinton's targets for Pell Grants and biomedical research in the 2001 fiscal year. But it offers much less than the president requested for the GEAR UP program, one of many reasons he said he would veto the measure unless it is modified.
The House passed the bill, 217 to 214, the narrow vote reflecting three days of intense debate.
