House Panel Votes to Block Administration's Plan to Cut Fee for Students

In another messy week of budget battles in Congress, Senate sets increases in spending on biomedical research and financial aid

The House of Representatives Appropriations Committee approved a bill last week that would block the Clinton Administration from cutting a key fee paid by borrowers in the federal direct-loan program.

The measure passed on a party-line vote as an amendment to a bill that would finance programs in the Departments of Education, Health and Human Services,
