House Committee Would Move Grant Program for Minority Colleges to Commerce Department

After the National Science Foundation opposed a bill under which it would have run a $250-million-a-year technology-grant program for minority-serving institutions, a committee in the House of Representatives decided last month to move the proposed program to the Department of Commerce.

Now the Commerce Department opposes the bill.

Officials at both agencies say they don't have enough money in their budgets to pay for such a program. A representative of the Commerce Department
