Higher Education Is a Pivotal Issue in Only a Few of the 1998 Gubernatorial Races

With voters in 36 states set to elect Governors next week, many of the candidates are talking about education. But while some races may turn on the contenders' plans for improving elementary and secondary schools, higher education has emerged as a defining issue in just a handful.
