Higher Education Act Nears Completion, but Major Hurdles Remain

New details on a compromise bill to renew the Higher Education Act leaked out on Wednesday, as negotiations continued on the measure.
The newly revealed sections of the bill would create some 55 new programs for colleges, more than doubling the number in the existing legislation, according to a Congressional aide involved in the talks. The bill also would create new conflict-of-interest rules for private student loans, while requiring companies to disclose more information
