Health-Care Analysts Fear Privacy Rules Could Impede Research
The federal government has for the first time issued wide-ranging regulations outlining standards for the privacy of medical records, and health-care analysts worry that the rules could restrict university research.
The rules, which President Clinton issued on December 20, create the first federal protection limiting what doctors and hospitals can disclose about a patient's records. Doctors will be expected to get a patient's consent before releasing private information.
