Head of Lobby Seeks to Avoid Being 'Oppositional'
David Ward took over as president of the American Council on Education, the umbrella group for higher education, 10 days before September 11. Mr. Ward was previously chancellor of the University of Wisconsin at Madison. He came to the United States as a foreign student from Britain in 1960 and says that he "decided to celebrate the bicentennial" by becoming a U.S. citizen in 1976.
