Grant Program Angers Pennsylvania Colleges
Gov. Tom Ridge of Pennsylvania awarded $6-million to 65 colleges this month in a controversial program that rewarded institutions that graduated at least 40 percent of their in-state students within four years. All the recipients were private colleges, reinforcing the sense of many public colleges that the program was stacked against them.
Colleges were given $690 for every Pennsylvania resident who graduated last spring. The size of the grants ranged from $2,070 for the Pennsylvania
