The National Science Foundation reported today that, while total foreign graduate enrollments in science and engineering at American universities declined in 2005, the number of first-time, full-time students increased by 4 percent over 2004. The statistics largely parallel data on all graduate enrollments for 2006 that the Council of Graduate Schools released last summer.
