Governors Kick Off Effort to Improve Higher Education
With a panel discussion on the future of higher education, a bipartisan project sponsored by the National Governors' Association formally began a four-year effort last week to put higher education near the top of the agenda of state and national policy makers.
The leaders of the effort, Gov. Paul E. Patton of Kentucky, a Democrat, and Gov. Tom Ridge of Pennsylvania, a Republican, were joined on the panel by Gov. Parris N. Glendening of Maryland, a Democrat, and several higher-education
