Governor Halts U. of Massachusetts Bonds
The governor of Massachusetts, Mitt Romney, surprised state-college officials again this month by halting a $371-million bond package that his predecessor had approved to pay for construction projects on four University of Massachusetts campuses.
The bond package had been scheduled to close early this month, after the Republican governor signed off on the deal, a step typically considered a mere formality. But a day before the scheduled closing, aides to Mr. Romney informed university
