TWO LOBBYISTS NAMED: Duke University and the Massachusetts Institute of Technology have new top lobbyists in the nation's capital. Duke has hired Christopher Simmons, a higher-education lobbyist at the American Council on Education. He replaces Nan F. Nixon, who recently retired. MIT has hired William Boone Bonvillian, legislative director and chief counsel for U.S. Sen. Joseph I. Lieberman, a Democrat of Connecticut. He replaces John C. Crowley, who retired.
