Germany Moves Closer to Restructuring Its University System
German universities found out in January which of them had made it through the first stage of a competition that supporters say will reshape the country's higher-education system by funneling billions of dollars to institutions identified as the cream of the crop.
The competition, known as the excellence initiative, aims to improve research performance and increase the international competitiveness of German universities by directing $2.3-billion from the federal and state governments
