GOP Bill in House Would Merge Teacher-Development Programs
Republican leaders in the House of Representatives last week introduced legislation that would consolidate funds from several programs for teachers' professional development and send 95 per cent of that money directly to local school districts.
Both the Clinton Administration and Congress have focused on teacher quality in their proposals for this year's reauthorization of the Elementary and Secondary
