Fund Is Proposed for Medical Education
A Democratic Congressman introduced legislation last week that would tax private health-insurance premiums to create a trust fund for graduate medical education.
The proposal by Rep. Benjamin L. Cardin of Maryland is designed to reduce the financial pressure on the federal Medicare program to subsidize the training of the nation's physicians and other health professionals.
