Education Sector, an independent education-policy think tank, has released a report that examines foreign students’ enrollment trends in the United States by looking at the number of student visas issued in recent years. The report, echoing similar concerns in last fall’s “Open Doors” report, notes that although the enrollment declines since September 11, 2001, seem to have stabilized in recent years, the United States issued 20,000 fewer visas in 2005-6 than it did in 2000-1, suggesting that tightened visa restrictions, increased competition for international students, and other factors continue to hurt foreign-student recruitment. —Beth McMurtrie
