For a University Band, a Fast-Paced March to the Inaugural Parade

Edwin Spinks set three alarms for 4 a.m. on Tuesday. He and the three other drum majors in the University of Arkansas at Pine Bluff's marching band left their hotel room in Linthicum, Md., minutes later, in bright white uniforms and freshly shined black knee-high boots, their 22-inch fur-and-feather hats in tow.
