Florida's Higher-Education Panels Duel Over 4-Year Degrees

The two boards that oversee higher education in Florida have a new bone of contention: which of them has the authority over the granting of four-year degrees by colleges.

The State Board of Education, which oversees community colleges as well as elementary and secondary education, wants the community colleges to offer more bachelor's degrees. The Board of Governors of the state's 11 universities fears an erosion of its turf.
