State Sen. J.D. Alexander has earned a fearsome reputation in Florida's Statehouse and the kind of power that most lawmakers can only dream of acquiring. And the senator, who must step down because of term limits after this year, is flexing all of his political muscle to accomplish a final item on his agenda before he retires: to create the state's 12th public university.

Senator Alexander, a Republican, added a provision to his chamber's budget bill to make the University of South
