Florida Power Struggle Is Partly Resolved
A state judge has affirmed that Florida's Board of Governors has "full control and authority" over the state's 11 public universities, but the judge did not resolve the contentious issue of whether the panel had the right to decide if bachelor's degrees will be granted outside of the university system.
The judge, Janet E. Ferris, of the circuit court in Apalachicola, Fla., issued an order this month that settled most of the issues raised in a lawsuit brought by a nonprofit citizens'
