Few Fireworks as Panel Agrees on 'Teach Grant' Regulations

More than a day ahead of schedule, the U.S. Department of Education and nonfederal negotiators came to a final consensus on regulations for a new federal grant program that will provide scholarships worth $4,000 a year for certain prospective teachers who agree to work in low-income schools.

The program, known as the Teacher Education Assistance for College and Higher Education Grant program, was approved as part of a wide-ranging student-aid bill signed into law last fall
