Federal Rule Change Could Cause Spike in Colleges' Telephone Bills
Higher-education groups are denouncing a proposal by the Federal Communications Commission to change the way colleges and other groups contribute to a fund that helps pay for telephone and Internet service to low-income people, rural areas, and schools.
