Federal Report on Key Aid Rule Avoids Making Recommendations

Department of Education officials last month released a long-awaited report on federal financial-aid regulations that affect many distance-education programs, but they decided not to make any recommendations on how, or whether, the rules should be changed.

Some observers were surprised by the department's position. But others said that the report covers a complex issue and that no one should rush to make any decisions.
