Federal Programs to Improve Teaching
To the Editor:
Several points need to be addressed in regard to Jeffrey Brainard's "Juggling the Numbers" (The Chronicle, May 27), which described the Bush administration's record of shifting funds for efforts to improve math and science education from the National Science Foundation to the Department of Education.
First, the administration frames the issue as a zero-sum game -- more money to the Department of Education means less to the NSF -- when in fact each agency
