The National Oceanic and Atmospheric Administration has refused to amend a guide for Sea Grant extension agents to let them take stands on matters of public debate, frustrating environmentalists who had sought the change because a University of Alaska marine-conservation specialist lost a grant for criticizing the oil industry.
