Enrollment Drops in English Programs

Far fewer foreign students plan to attend intensive English-language programs at colleges in the United States this summer, in what some officials fear is a harbinger of falling foreign enrollments in other programs because of new U.S. visa restrictions.

Colleges and proprietary institutions reported a 30.5-percent average drop in expected enrollments by foreign students in their summer language programs this year compared with 2001, according to a survey of 163 members of the American
