Energy Bill Raises Spending on Earmarks
The U.S. Energy Department's spending on basic research would rise by less than 1 percent in 2006, under an agreement reached this month by members of the U.S. Senate and House of Representatives. But that increase would be exceeded by a surge in projects earmarked by Congress.
Not counting those projects, net spending for other research programs in the Office of Science would decline by about 1 percent.
President Bush is expected to sign the measure for the 2006 fiscal year,
