Education Tax Credits Fall Short, Study Finds
Federal tax credits have failed to increase the number of low-income students going to college, a Harvard economist wrote in a report released last month.
The report asserts that the credits, which reimburse students for tuition payments, instead give the greatest benefit to middle-income students and have led public colleges in many states to increase tuition.
