Education Dept. Denies It Backs Florida Plan to End Affirmative Action
The Department of Education in January disputed reports by Florida Gov. Jeb Bush's office that the agency had endorsed his plan to end the use of race as a factor in university admissions.
Aides to the Florida governor told several reporters that the Clinton administration had approved Mr. Bush's plan to replace affirmative action with a guarantee that the top 20 percent of graduates of every high school in the state would be admitted as undergraduates to one
