Education Department and College Officials Like 'Teach Grant' Idea, Yet Puzzle Over How to Carry It Out

The good news for the federal government's new "Teach Grant" program is that its underlying idea—creating scholarships worth $4,000 a year for prospective teachers who agree to work in high-need schools—appears to enjoy wide support.
The bad news, made clear on Tuesday at the opening of Department of Education-led discussions with college leaders on regulations for putting the new program in place, is that there is widespread confusion over how to make it work.
